Specifications include, but are not limited to:The Department of Consumer Affairs (DCA), Bureau of Automotive Repair (BAR) is inviting responses from qualified vendors to provide consulting services, upon publication, pertaining to the 2016 and 2017 Smog Check Performance Reports prepared by BAR (herein referred to as the Reports). Publication dates are estimated to be June 2016 and June 2017. The Contractor shall review the Reports and provide an expert opinion as to whether or not the data and statistics presented support the findings and conclusions in the Reports. Should BARs findings be deemed insufficient, incomplete, or incorrect the Contractor shall provide alternative findings and conclusions as a counterpoint to BARs Reports. The Smog Check Performance Report is a requirement of Section 44024.5, subsections (b)(2) (b)(7) of the Health and Safety Code (HSC). Validation of the methodology as required pursuant to HSC Section 44024.5 (b)(1) was addressed in a previous contract REQ0009504 dated December 1, 2012, and will not be a requirement in this contract. The 2015 Smog Check Performance Report can be referenced at The proposed contract period will be July 1, 2016, or upon approval, whichever is later, through June 30, 2018. B)Bidder Minimum Qualifications 1.The Bidder must have the capability to provide the consulting services as described in Exhibit A, Scope of Work (page 27). 2.The Bidder shall provide consultant(s) who meet the following minimum experience and ability requirements: a.Five or more years work experience analyzing and reporting on Californias vehicle inspection and maintenance program data. b.Experience using air quality impact modeling program(s), specifically EMFAC. c.Knowledge of best practices of other smog check programs
