Specifications include, but are not limited to:The University of Central Arkansas Physical Plant is seeking proposals for a company that can provide details and costs as it relates to tracking University shuttle vehicles and buses. The solution will support real-time tracking and user-defined reports of vehicle location using the latest technology in Global Positioning Systems (GPS).The University operates, on most occasions, up to nine (9) vehicles. The vehicles consist of 22 passenger cruisers, 15 passenger cruisers, and 15 passenger vans. This system must provide route and vehicle information in real-time via a web interface to passengers, the dispatcher, and managerial personnel. The primary purpose of the system is to facilitate daily UCA fixed-route service, and must be equipped with reporting capabilities to accurately data stream operational service information (e.g.; route timing, passenger wait time, trip counts, operator performance, vehicle speed and movement). The vehicle tracking system must include the functionality for hardware/software components to be installed on each vehicle. 2.1 General Requirements a) Vehicle Tracking Software The Vehicle Tracking Software must utilize GPS in conjunction with vehicle location and mapping software to accurately track bus locations en route in real-time and provide visual mapping displays. The GPS readings of the bus location must occur in real-time with vehicle location information posted on a GUI map display available on a public website and viewable through various devices (SmartPhone, Kiosk, PC, tablets (I-Pad), etc.).The system should be equipped with a notification service, where upon users can subscribe and be able to select one route or multiple routes and be notified when the next bus is coming. Real time tracking means that a vehicle's location is reported via an AVL device installed on each vehicle and transmitted to an internet server with a delay of no more than 60 seconds. This is done through the use of GPS for pinpointing the location and a wireless communication system (i.e., cellular GPRS or two-way radio) for transmitting the information to an internet server. Vendor should indicate their recommended rate of transmission for a system such as this
