Specifications include, but are not limited to:The primary goal of Sexual Offender treatment services is to enhance public safety by preventing future sexualvictimization. This must be accomplished using the containment approach to Sexual Offender management.3.1.2 The State is issuing this solicitation for the purposes of obtaining one or more Contractors to provide mentalhealth treatment services to Sexual Offenders under the supervision of DPSCS within 23 Jurisdictions thatcollectively provide statewide coverage. For purposes of this IFB, there are three categories of Jurisdictions;Small, Medium, and Large. Small Jurisdictions: Allegany, Calvert, Caroline, Carroll, Cecil, Charles, Dorchester, Frederick, Garrett,Kent, Queen Annes, St. Marys, Somerset, Talbot, Washington, Wicomico, and Worcester counties.(Each county is a separate Small Jurisdiction.) Medium Jurisdictions: Anne Arundel, Harford, Howard, Montgomery, and Prince Georges counties.(Each county is a separate Medium Jurisdiction.) Large Jurisdiction: Baltimore City combined with Baltimore County is the only Large Jurisdiction.3.1.3 Specialized Sexual Offender treatment services were implemented in response to the 2006 legislation mandatingthe use of collaborative containment teams for the supervision of Sexual Offenders and authorizing the impositionof participation in specialized Sexual Offender treatment as a special condition of supervision in appropriatecases. Specialized Sexual Offender assessment and treatment are essential elements of the containment approachto Sexual Offender management, and the Contractor(s) will, through active involvement with CollaborativeOffender Management Enforced Treatment (COMET) teams throughout the State, enable parole and probationAgents to develop more appropriate supervision plans and implement more effective supervision strategies.3.1.4 The essential components of specialized mental health treatment services for Sexual Offenders include: (1)addressing and redirecting deviant sexual interests, arousal patterns, and preferences; (2) addressing andcorrecting distorted attitudes; (3) increasing the accountability of Sexual Offenders for past abusive behaviors aswell as lapse behaviors that may occur while under supervision; (4) addressing issues related to interpersonalfunctioning; (5) assisting in the development of behavior management skills; (6) addressing interrelated issues ofdenial, deceit, and victim empathy; (7) guiding Sexual Offenders toward adoption of a non-exploitive, responsiblelifestyle; and (8) assisting in the development of information relative to the type and severity of sexually abusivebehavior patterns and the implementation of appropriate responses including: adjustments in supervision levels;modifications to the special conditions imposed by the courts and/or parole commissions; the establishment andexpansion of community support networks; and other available interventions.3.2 Scope of Work General RequirementsThe Contractor(s) shall provide all labor, material, supplies, certification, licenses and equipment necessary to providespecialized mental health treatment services as outlined below:3.2.1 The Contractor (s) shall provide treatment services within its contracted Jurisdiction(s) for all Sexual Offenderssupervised and referred by the Division of Parole and Probation Agents. These services will include (1) assessingthe level of risk and suitability for treatment of Sexual Offenders referred for screening, (2) providing appropriatetreatment for Sexual Offenders, and (3) providing timely reports on the participation and progress of SexualOffenders in treatment. The Department currently refers approximately 500 offenders for treatment per year.During the current fiscal year, the Departments current contractors have had a combined monthly averagenumber of 170 offenders in treatment.
