Specifications include, but are not limited to:The intent and purpose of this Invitation for Bids (IFB) is to establish a term contract with multiple Contractors toprovide non-residential sex offender assessments, psychoeducation and relapse prevention treatment services foradult sex offenders assigned to the Department of Corrections, Community Corrections, hereinafter referred to asthe Purchasing Agency. The services shall adhere to Evidence-Based Practices (EBP) (Attachment G), so thatinterventions challenge cognitive distortions, address a range of criminogenic needs predictive of future criminalbehavioral triggers of relapse, promote the rehearsal of pro-social behaviors, and emphasize positive reinforcementfor appropriate behavior. Any resulting contracts do not guarantee any business to any Contractor, but provide avehicle to obtain services on an as needed basis.The Department of Corrections, Community Corrections is divided into three regions (Western, Central, andEastern) comprised of 43 Probation and Parole Districts and 7 Community Facilities which consist of DetentionCenters and Diversion Centers. The Purchasing Agency reserves the right to add locations and remove locations, ifnecessary, during the term of any resulting contract(s). Locations may be added or removed on a regional basis viaa contract modification. The Contractors current contract rates for the region will apply.II. SCOPE OF WORK/DESCRIPTION OF ITEMS (SPECIFICATIONS)A. SERVICES REQUIRED:The selected Contractors shall provide to the Purchasing Agency one or more of the following nonresidentialsex offender treatment services and programs.1. COMPREHENSIVE ASSESSMENT:a. The Contractor shall provide a Comprehensive Assessment/Psychosexual Evaluation onreferred offenders. The purpose of the comprehensive assessment is to identify the offendersrisk for future criminal and sexual recidivism as well as to delineate treatment objectives thatwill lay the foundation for the individualized treatment plan. The Contractor shall schedulean assessment within 30 days after receiving an Assessment Referral Form (Attachment H)from the Purchasing Agency. The Contractor shall complete the assessment within 45 daysafter receiving the Assessment Referral Form. The assessment may be conducted at theContractors site or Purchasing Agencys location as mutually agreed upon. The followingelements shall be part of the Contractors protocol and addressed during the course of theinterview and assessment process.1) The Offending Behavior Antecedent behaviors Victim elements, i.e. age of victim, relationship of victim to perpetrator,duration and frequency of sexual abuse Elements of the offense Police report, i.e. official version of the instant offense Offender's perspective or account of the instant offense2) Personal History and Social Functioning
