Specifications include, but are not limited to:Chemical ApplicationsProspective vendor will complete the attached Chemical Applications chart (Attachment G - SiliconValley Power Cogen Plant Specialty Chemical Applications Pricing Chart). Vendor will beresponsible for all chemical ordering and inventory management to insure that the plant does notrun out of product.Awarded vendor will need to provide and complete the Program Instruction Manual. The Manualwill include a minimum of the following information regarding all chemicals to be supplied: Service Rep. Contact Information Product Description and General Composition Safety and Handling Concerns Proper PPE Required when handling each chemical Drawing of the Application Point and Feed Method Recommended Chemistry Parameters to Monitor for each application Recommended Operator Testing Protocol and Frequency Consequences of Over/Under Feed of each product Recommended Boiler Layup Procedure both Short and Long Term Product SDSs Product Bulletins/Information SheetsSection 2 - Special Chemical Delivery Service Requirements (Mini-Bulk Style Delivery)Chemical pricing must include all transportation and delivery costs to the site. Vendor will providea qualified delivery driver (drivers) who will become familiar with the site and each applicationpoint. Vendor must be able to provide documentation of the qualified delivery drivers On-goingSafety Training and Delivery Specialist Training to Silicon Valley Power upon request. Vendorwill provide Mini-Bulk style direct delivery for all of the applications where it is specified in theChart in Attachment G - Silicon Valley Power Cogen Plant Specialty Chemical ApplicationsPricing Chart. Vendor will supply an appropriately sized basetank for each application that requiresMini-Bulk style delivery. Vendor will provide installation services for these bulk tanks or provide acost estimate for this labor so that Silicon Valley Power will understand the full cost of transition.Vendor will be 100% responsible for chemical deliveries all the way into the Storage Tank(aka neatfeed). In the event of a spill or delivery incident, the supplier will cover cleanup costs, productreplacement costs, and supply manpower to deal with the incident while following all safety andenvironmental requirements of Silicon Valley Power. The vendor will not leave any emptycontainers on site following the delivery.Section 3 Off-site Analytical Testing Services RequiredAs part of the ongoing service for the plant, Silicon Valley Power requires the water treatmentvendor to provide the following Off-site Testing and Analytical Services. Please note the cost ofthese additional services. Mineral Analysis for On-going Troubleshooting Deposit Analysis from Boiler deposits removed during Inspections Section 4 - On-Site Service RequirementsIn addition to providing specialty chemicals, the vendor must be able to provide knowledgeable andexperienced On-Site Consulting Services to help manage the program, troubleshoot problems, andcontinually improve the process. The goal of the water treatment program should be to maximizethe reliability of the plant equipment as well as the expected life of the equipment while minimizingthe total cost of the operation.Silicon Valley Power expects the vendors On-Site Consultant to have a minimum of 7 years ofexperience working with Cogeneration or Combined Cycle Power Plants. Vendors will be expectedto provide the name and resume of a specific On-Site Consultant who will be dedicated to the Cityof Santa Clara Cogen site during the duration of the contract. The Service Representative will beexpected to provide the name and location of the Cogeneration / Combined Cycle Power plants theywere servicing or associated with each year for the past 7 years. These can be the same customersor different customers. These customers will be used as references for both the vendor and On-SiteConsultant. Please include a contact name and telephone number for each location.
