Specifications include, but are not limited to:: The Office of Purchasing & Contracting on behalf of the Agency of Administration issoliciting proposal from companies that can provide Health Care Advocate Services as provided for in Sec. 35a ofAct 79 (2013). By law, the bidder must be a non-profit organization.1.2. The Office of Health Care Advocate was authorized by the 2013 General Assembly in Section 35a of Act 79. TheGeneral Assembly directed the Agency to establish the Office of Health Care Advocate by contract with anynonprofit organization (18 V.S.A., 9602). The primary responsibilities of the Office of the Health Care Advocatewill be assisting individual consumers with resolving health insurance questions and issues; educating consumersin health insurance matters; advocating on behalf of Vermonters in front of the Green Mountain Care Board; andother duties as outlined in the statute. Experience with advocacy and knowledge of health insurance are keyqualifications. The advocate will coordinate with other existing consumer service programs, including theDepartment of Vermont Health Access consumer programs, the Department of Financial Regulations consumerassistance program, the Navigators and In-Person Assistors for Vermont Health Connect, Vermont HealthConnects call center, the Economic Services Divisions eligibility determination functions, the Department ofMental Health, the Department of Aging and Independent Living Long Term Care Ombudsman. The Health CareAdvocate must be able to continually assign appropriate priority to multiple tasks. The Health Care Advocate isresponsible for representing the interests of all consumer parties who seek assistance unless the party is moreappropriately served by another existing advocacy program.
