Specifications include, but are not limited to: The bidder shall provide the tools, test and diagnostic equipment and labornecessary to inspect, repair, maintain, and provide video retrieval and preventivemaintenance for each Security System specified under this contract. This iscomprised of more than two hundred and thirty (230) schools and offices withapproximately twelve thousand (12,000) existing security cameras. All servicesand repairs of M-DCPS equipment and components must be in compliance withthe manufacturer's specifications and guidelines. Equipment, materials, andassociated components shall be procured and invoiced accordingly.Page 23 of 602. When notified by the Owner, the bidder MUST respond to the site within fortyeight(48) hours. All repairs/replacements are to be completed within seventytwo(72) hours of the initial Service Request issued via email or any other means.If repairs are not completed within this time, the bidder shall immediately notifythe M-DCPS authorized representative, via phone and in writing, stating thereason for the delay and establishing a completion date. Failure to comply shallbe evidence of bidder negligence, and may result in penalties and sanctions,including, but not limited to termination of the contract.3. Should the work exceed the seventy-two (72) hours time frame and the repairsare not completed, the bidder must notify M-DCPS immediately and provide aplan of action. However, should the bidders response and/or plan of action bedeemed unacceptable, M-DCPS may complete the necessary work by anymeans necessary and back charge the bidder for actual costs incurred,including, but not limited to, labor, materials and equipment.4. The bidder shall provide and install all current software upgrades or revisionspublished by the OEM during the contract period. Such upgrades must becompatible with M-DCPS Network protocols and any existing and/or newperipheral devices.5. Bidders must maintain a satisfactory monthly evaluation of the serviceprovided for each facility covered under this contract. The criteria for thisevaluation are included within these contract documents. If at any timeduring the contract period, the bidders evaluations are not satisfactory, thebidder will be notified of deficient performance.6. The bidder shall provide M-DCPS with a Daily Facility Service Schedule andshall notify M-DCPS in writing the next day if all of the scheduled locations arenot serviced or any repairs are not completed per this schedule. Servicerequests not completed will be prioritized for the following day.7. In the event M-DCPS increases the security systems or number of facilities, andchooses at its sole discretion, to add servicing to these systems, the biddershall provide all labor, materials, and equipment necessary to test, service,inspect and maintain additional security systems in accordance with theattached specifications.8. All services performed by the bidder shall comply with the requirements of thereferences listed above and the bidder must have immediate access tomaterials and equipment to properly maintain the systems as required by thiscontract.9. During the course of service or preventive maintenance, the bidder will beresponsible for reporting all findings, actions taken, required, or proposed to thesite administration.10. Emergency response service request must result in the arrival of a ServiceTechnician at the effected facility within two (2) hours of such notification. One (1)Page 24 of 60hour response is required in the case of police, fire, or homeland securitydeemed emergency at a facility.i. Initiation of Emergency response request:a. M-DCPS authorized representative will approve and or requestemergency service during business hours. After hour request maybe generated and approved by Schools Facility Office, FOM,MDCSP, DCOM, Schools Operation, or Area Region Office.ii. Contact Procedures:1. The 24 hour provided contact number will be called during the needof an emergency request with the following details. Type ofemergency services required the facilities location andadministration/staff contact, municipality or M-DCPS Policedepartment involvement.2 Vendors service technician will verify the receipt of the emergencyrequested and provide estimated time of arrival.3. Service technician will stay on site until such time the emergencyconditions have been addressed satisfactorily.iii. Required Equipment1. The responding service technician shall be prepared to service thefacility with the proper tools and replacement equipment andmaterials.2. The responding service technician shall identify system; recordingdevices, client software, infrastructure, connecting devices andcamera type prior to arriving at the facility needing the service.iv. Emergency Response Reports1. After each emergency response, a report will be generated by thevendor indicating the following:a. Time of dispatchb. Responsible service technicianc. Time of arrival at the facility requiring serviced. Summary of emergency service requirede. A list of equipment and material used or required.f. System statusg. Copy of transmittal if video clips are burned on CD, DVD orany other media.2. All reports shall be forwarded to M-DCPS authorized representative forreview and discussed at the bi-weekly contract progress meetings
