Specifications include, but are not limited to:Specialists (CARS) as a precedent for structuring a Secondary Metering and Maintenance curriculum for Field Services to train CARS for current and future electric metering skill requirements at the BWL. For the purpose of this proposal, secondary electric metering is limited to meters that are rated up to 400-amp and 480-volt electric meters. The selected provider must also produce a complete assessment report for each employee using reasonable tools to measure skill attainment. BWL training resources are available (warming board) and accessible if needed. Following the assessment, a training plan will be developed for each individual assessed and provide all necessary training to bring all assessed employees to a competent level to complete BWL secondary metering work. 2. BOARD OF WATER AND LIGHT BACKGROUND The Board of Water and Light was founded in 1885 and is the largest municipally owned electric utility in Michigan and among the 30 largest in the United States. An eight-member Board of Commissioners appointed by the mayor and confirmed by the Lansing City Council governs the BWL. The Board employs approximately 725 bargaining and non-bargaining employees. The bargaining unit employees are represented by the International Brotherhood of Electrical workers (IBEW) local 352. The Board owns and operates: (a) an electric system, which generates, purchases and distributes electric power and energy, and provides electric service to approximately 96,000 residential, commercial, and industrial customers in the greater Lansing, Michigan area; (b) water wells, a raw water transmission system, water conditioning facilities, and an extensive water distribution system serving potable water to approximately 55,000 residential, commercial, and industrial customers in the greater Lansing area; (c) steam generation boilers, a steam transmission and distribution system serving approximately 164 customers, and a chilled water facility and distribution piping system serving 19 customers in the city of Lansing. SPECIFICATION An assessment program will be designed to determine the current skill level of each CARS employee in the following areas: The basic structure of an electric meter Identification of meter and service types using meter faceplate information and icons, and additionally recognizing meter enclosure wiring configurations. Energizing and de-energizing electric meters. Skill levels for electric meter maintenance (meter load testing) Skill levels for troubleshooting defective meters or services (low consumption, high consumption, meter tampering, broken meter block detection and replacement, defective meter housing recognition, Radian meter accuracy field testing).
