Specifications include, but are not limited to: In September, 2014, Mayor Murray and City Council called together leaders in Seattle to help develop a boldagenda for increasing the affordability and availability of housing in our city by convening a HousingAffordability and Livability Agenda (HALA) Advisory Committee. The twenty-eight member stakeholderAdvisory Committee held months of deliberation, reached consensus and published a report with over 60recommendations to consider. Mayor Murray responded by calling on the City to implement many of therecommendations, and to reach a goal of 50,000 new homes, including 20,000 new homes for low- andmoderate-income people, over the next decade.One important component is a proposed new program, Mandatory Housing Affordability (MHA), whichwould require that all new multi-family and commercial developments meeting certain thresholds eitherinclude affordable housing units on-site or pay an in-lieu fee to support the development of new affordablehousing. MHA would focus primarily on creating housing reserved for community members earning 60% ofthe Area Median Income (AMI) or below. MHA is expected to create a total of 6,000 new affordable unitsover the next 10 years.
