Specifications include, but are not limited to:The SC Department of Juvenile Justice is seeking a personalized, adaptive, digital learning platform and research based educational solution from companies interested in providing Highly Qualified (State of SC certified) teachers via electronic means to various academic settings in wilderness camp facilities housing SCDJJ juveniles within the State of SC. The contractor shall be able to provide differentiated instruction in various academic levels to ensure individualized SC Standards based instruction that addresses the needs of at-risk learners looking to regain lost educational ground. The contractor shall provide credit attainment and credit recovery educational programs presented on an online platform, directed by Highly Qualified SC Certified Teachers.The contractor should have the ability to provide academic services for students in these Special Education classification areas: EM- Mental Mild, TM- Mental Moderate, EH-Emotionally Handicapped, and LD- Learning Disabled. Instructors who have multi-categorical Special Education certification are preferred. The types of instruction offered and the electronic delivery methods used with this instruction must be both synchronous and asynchronous, providing an online experience that is filled with rich media graphics, video interactivity and engaging easily manageable content. The instructors shall have a low student ratio in order to provide synchronous instruction with multiple students, but still ensure individualized attention to students individual academic needs. The instructor shall provide live lecture sessions as well as individual tutoring times. Since SCDJJs at-risk student population is academically behind their peers, positive teacher interaction is imperative. The instructors must have superior communication skills and creative approaches to content presentation.The curriculum itself shall be based on national best practices and incorporate multiple levels of rigor, be customizable, and aligned to state and Common Core standards. SCDJJ requires a curriculum that will assess the specific needs of each individual student rather than one (1) focused on norm referenced criteria, where students are compared to other students. The curriculum mustt provide instruction that fills learners knowledge gaps, provides them with personalized learning experiences, and targets the specific obstacles that have prevented them from moving forward. The curriculum shall allow teachers to adapt it to enhance any learning environment and speak to different students needs. Pretests that allow students to exempt material are required so that learners who demonstrate mastery of previously learned concepts are able to focus on the content they still need to learn. Self-paced learning and real-world context options are required that will allow students to navigate the programs at their own pace and understand the relevance of their learning. Other features that would enhance the curriculum and motivate students are listed as follows: as audio, video, simulations, animations, knowledge games, inquiry investigations, highlighting, note taking, rollover vocabulary, and text-to-speech.The offered curriculum shall consist of an instructional management system supported by core curriculum content for grades nine (9) through twelve (12) and be delivered through the Internet. The curriculum shall provide easy report generating, real time data processing and pacing information. In addition, SCDJJ requires a curriculum that will provide enrollment and advisement services as well as reliable technical support. A professional development component with on-site, virtual and phone support to provide for training, support and guidance that will be necessary to absorb the full potential of the program and to meet our unique implementation needs for multiple sites.SCDJJ plans to implement the awarded curriculum on July 1, 2016 but no later than August 1, 2016 at Camp Ghigau in Temassee, SC. This will be a twelve (12) month pilot program to evaluate the effectiveness of the curriculum within our organization. A successful pilot program may lead to implementation of the curriculum at any number, up to all, of the remaining camps the following July 1. SCDJJ reserves the right to implement programs as the budget allows on corresponding July 1 dates throughout the length of the contract. Below is a listing of the current camps used by SCDJJ which shows the capacity for each camp and the current number of juveniles as of the writing of this document. For clarification purposes, while many of the camps are owned by SCDJJ; all are operated by private contractors. The chosen contractor will deal with the SCDJJ Superintendent or his designee for matters regarding the contract after award and not the various private contractors.
