Specifications include, but are not limited to:Contractor shall provide the desired products/services within sixty (60) days of the receipt ofthe NTP.3.2.2 No substitutions allowed unless the course is no longer available. Substitutions shall not bemade without prior approval of the Procurement Officer.3.2.3 Detailed Specifications3.2.3.1 The State requests onsite training (either Baltimore or Annapolis Maryland) for twelve(12) students to attend the SAFe Program Consultant Training and Certification course.Training must take place in November or December 2015. The SAFe Program Consultant Training and Certification course shall take place overfour consecutive days. The State expects the first two days of the class to be anintensive version of Leading SAFe with the goal of preparing certified SAFe ProgramConsultants (SPCs) to teach the course and act as a certifying agent for SAFeAgilists (SAs). The course shall also provide the knowledge necessary to lead anenterprise agile transformation by leveraging the Scaled Agile Framework and itsunderlying principles of lean thinking and product development flow. The trainingtutorials and student materials must reflect the latest version of Scaled Agile Frameworkas published by Scaled Agile, Inc. The State expects the second two days to provide the knowledge needed to identify,plan, and implement SAFe programs with Agile Release Trains. Further, the courseshall provide briefings, artifacts and templates needed to identify value streams, prepareorganizations, launch agile programs, plan and execute major events, and implementeffective processes and measures for continuous program improvement.Key learning objectives of the SPC course must include the following:1. Lean, agile and product development flow principles to improve productivity,employee engagement, time to market, and quality;2. The ability to apply the Scaled Agile Framework based on lecture, real-worldexamples, and insights by Scaled Agile experts;3. Skills necessary for an enterprise transformation based on the information andexamples presented, and additional recommended readings and resources;
