Specifications

Specifications include, but are not limited to:The Consultant shall conduct initial and on-going transaction and use tax reviews in orderto identify and correct collection, allocation, distribution, or any other types of errors foundand thereby generate previously unrealized tax revenue for OCTA. The Initial reviewshould extend back as the SBOE records may be reasonably recovered. The Consultantshall establish master file from tape data.Task No. 2The Consultant shall computerize data from OCTAs transactions tax distribution reportsprovided by SBOE for eight (8) previous quarters, the current quarter, and each futurequarter.Task No. 3The Consultant shall develop a target list of potential point-of-sale/delivery/use taxpayerreporting errors of transactions and use tax generating businesses and contact personnelin sales, operations and/or tax accounting at each target business to determine whethera point-of-sale/delivery/use reporting error exists.Task No. 4The Consultant shall research, prepare and submit to the SBOE any and all documents,reports or forms necessary to identify and correct any transaction and use tax allocationor processing errors. The Consultant will be required to actively monitor and pursue alloutstanding corrections being processed by the SBOE and provide monthly status reportson all outstanding claims.Task No. 5The Consultant shall meet with designated District official(s) to review service objectivesand scope, workplan schedule, public relations, and logistical matters. The Consultantshall establish a consistent liaison with OCTAs coordinator and define logical checkpointsfor reviewing the project's progress.Task No. 6The Consultant shall respond to negative findings (correction denials) by SBOE withtimely reconfirmation documentation in order to preserve validity of OCTAs original datesof knowledge.Task No. 7The Consultant shall receive and process transactions and use tax quarterly distributionreports (QDRs) provided to OCTA by SBOE.Task No. 8The Consultant shall identify those accounts receiving deficiency assessments to ensurethat OCTA receives the transactions tax.Task No. 9The Consultant shall pursue corrections with SBOE to recover all the revenue OCTA isentitled, including following the formal appeals process.
