Specifications include, but are not limited to:Background The City of Cedar Rapids is located in Linn County, Iowa. Cedar Rapids is a full-service city operating under a home rule charter with a 9-member City Council and a City Manager. The Citys 2010 population is 126,326, which represents an 8% growth since the 2000 census. Currently there are 1,400 City employees. Occupational Safety is currently housed within the Human Resources function. In addition, the Utilities Department has two Safety professionals that focus on training and process safety for the Wastewater and Water treatment plants. New programs were developed and implemented that seemed to improve results. In 2014 and year to date in 2015, these statisticswere i n c r e a s i n g ( m o v i n g i n t h e w r o n g d i r e c t i o n ) . T h e C i t y s T C R C r a t e i s o n par with the average of other local governments in the State of Iowa as a whole but continues to have DART rates that are above the average. 4.2 Scope of Services The City of Cedar Rapids is seeking Proposals from qualified Consultants or Consulting Firms to conduct a performance review of its Occupational Safety Operation. The Consultant should be experienced in similar work with local governments. The scope of the Safety Operations study includes the programs and services of the Citys overall Safety O p e r a t i o n s a n d t h e S a f e t y O p e r a t i o n s o f t h e U t i l i t i e s D e p a r t m e n t . T h e C i t y s g o a l i s t o i m p r o v e TCRC and DART rates to below Iowa averages and to decrease costs from Workers Compensation and 411 (Police and Fire Workers Compensation) funds. 4.3 Project Issues
