Specifications include, but are not limited to:The Richmond Regional PDC has contracted with the Virginia Department of Emergency Management tooversee the review and update of the November 2011 Richmond-Crater Multi-Regional Hazard MitigationPlan. This multi-regional plan is intended to fulfill the requirements of the Robert T. Stafford DisasterRelief and Emergency Assistance Act, as amended by the Disaster Mitigation Act of 2000 (DMA2K), foreach of the above-referenced jurisdictions in the Crater and Richmond Regional Planning Districts.The 2011 plan is due to expire April 30, 2017. In order for the regions localities to remain eligible forHazard Mitigation Grant Program funding in the event of a federal disaster declaration (Pre-DisasterMitigation program funding and for Public Assistance funds - Categories C-G), it is required that this multiregionalplan be developed and adopted. Localities may remain eligible for these funds by participating inthe preparation and subsequent adoption of the multi-regional plan.It is the purpose of this project and a goal of the Richmond Regional PDC to provide generaladministrative oversight for the contract, document design and layout, public outreach, GIS mapping andplanning assistance to its constituent localities and Hazard Mitigation Technical Advisory Committee andfor Crater PDC to provide planning assistance to its constituent localities in order to prepare the multiregionalhazard mitigation plan fulfilling the local planning requirements of Section 322 of the DMA2K thatis approvable by the Virginia Department of Emergency Management and the Federal EmergencyManagement Agency and adoptable by the constituent localities. It shall be the Contractors role toprovide the data collection, analyses, and plan development activities necessary to fulfill theserequirements. PDC staff in consultation with the Contractor will organize and hold public commentmeetings and attend local government board meetings when the plan is discussed, but it is theresponsibility of the Contractor to provide the content needed for these meetings
