Submitting a response to this RFI does not guarantee an award, and any fees associatedwith your firms response are not the responsibility of MVTA.I. Agency Introduction and Backgrounda. Agency Background: the Minnesota Valley Transit Authority (MVTA) is the publictransportation agency for seven suburbs located approximately 15 miles south ofMinneapolis and St. Paul: Apple Valley, Burnsville, Eagan, and Rosemount in Dakota County,and Savage, Prior Lake and Shakopee in Scott County. The MVTA is one ofseveral independent bus transportation agencies formed in the late 1980s under statelegislation that allowed outer-ring suburbs to "opt-out" of centrally provided transportationservices.b. The MVTA Governing Body: A nine-member board consisting of elected officials or theirdesignees governs the MVTA. Each of the seven cities appoints one member to the MVTABoard and one city staff person as an alternate board member. The remaining two seats arefilled by a Scott County and a Dakota County commissioner. Another County Commissionerserves as the alternate County representative, while County staff assist the MVTA asmembers of the Technical Work Group.c. MVTA Funding:i. The MVTA is funded with a portion of the Motor Vehicle Sales Tax (MVST) - the salestax paid when new cars are purchased.ii. Through grant applications, the MVTA has received federal funding and regionalbond moneys for various capital improvement projects as well.iii. Passenger fares account for about 30 percent of the cost of operating the MVTAsystem.
