To meet this goal, the agency islooking for Contractors who will provide added value that will improve the quality of life, for all residents,businesses and visitors of Arizona. ADEQ is soliciting Offers for Contractors to provide identification of theResponsible Parties.1.1 This Contract is intended to be multiple awarded to specialized, qualified technical experts capable ofproviding services to ADEQ.1.2 The PRP contract will be divided into two disciplines:1.2.1 Discipline 1 - UST Underground Storage Tanks1.2.2 Discipline 2 - WQARF Water Quality Assurance Revolving Fund1.3 Qualified contractors may compete for one or both disciplines, however only the contractors that exhibit ahigh level of expertise will be selected for each discipline.1.4 Firms that receive an award in a discipline will be qualified to receive and compete for task orders in thediscipline, within the best interest of the state. Firms can receive awards in multiple disciplines.2. Discipline 1 (UST):2.1 Background/Overview Identifying the owners/operators (O/O) responsible for the confirmed release underArizona Revised Statutes (A.R.S.) 49-1004 and Arizona Administrative Code (A.A.C.) R18-12-260 of anunderground storage tank (UST) system is an important aspect to ensuring that leaking USTs (LUSTs) areinvestigated and cleaned up, in accordance with ADEQs corrective action requirements. A UST responsibleparty (RP) search gathers information regarding facility operations and RPs associated with the confirmedrelease of a LUST. A UST RP search may be initiated when the following applies: 1) UST O/O challengesthe initial Notification of LUST Case File and Program Requirements Letter; 2) Facility file contains no USTO/O information or limited/inconsistent information in ADEQs internal database AZURITE; 3) Time ofrelease cannot be determined based on information in existing LUST file; and/or 4) In anticipation of anenforcement action.2.2 Purpose - ADEQ is looking for an expert to conduct RP searches to ensure LUST sites are investigated andcleaned , in accordance with ADEQs corrective action requirements. The RP search will include, but notlimited to, the following activities:2.2.1 Collection of records (State, Federal, local)2.2.2 Information Request Letters pursuant to A.R.S. 49-1011(A)(1)2.2.3 Interviews2.2.4 Title searches2.2.5 Business/individual status and financial viability research2.2.6 Cost allocation
