Specifications include, but are not limited to: With over 8 million residents and 20,000 restaurants, New York City is a major importerof food and food commodities. The 2004 NYMTC Regional Freight Plan estimated foodaccounted for 40 million tons, or 15%, of New York City freight moves. Food distribution in theCity is primarily dependent on three types of system interruption: Storm surge, power-systemdependency, and transportation network dependency. Despite this, we know very little abouthow food enters the city and is distributed it is a system that is not well understood and one thatmay have potential for improvement.Access to food is a necessity. Accordingly, the City has a role in ensuring access to basicfood commodities for all of its populace. The questions surrounding food resiliency include: Are there certain system components that, if they stopped functioning, could limit thedistribution of food? Are the systems inherent redundancies sufficient to pick up slack in the event of systemimpacts? How can the City use this knowledge to reduce supply chain disruption? How can the City ensure food access for vulnerable populations in the event of a disruption(as this population is usually first impacted by any supply chain disruption and who sufferthe worst long-term effects)? What are the levers with which local government can influence that system, which includesprivately-operated and non-profit organizations?
