Specifications include, but are not limited to:The Residential Services Program proposed in response to this RFP will need to address offender responsivity based on COMPAS information provided by DOC and female offender criminogenic needs. The Department of Corrections is requesting vendors propose gender-responsive residential services that have an evidence-based approach for serving medium to high risk female offenders who have the identified criminogenic needs. The minimum organizational, general, and technical requirements which must be incorporated within the submitted proposals are provided in Section 4.The State of Wisconsin as represented by its DOC may use the results of this process to award a contract for a Residential Services Program.Other regions and divisions of the DOC, as well as any State agency, may use the resulting contract, if agreeable to both the DOC and the vendor, to obtain the benefits of volume purchases and/or reduction in administrative expenses.1.2.1Program Overview and PrioritiesThe Residential Services Program shall provide gender-responsive residential care, service delivery, and case management services for female offenders with core service components, including treatment, as specified in Section 4.4.2 of this RFP. All program services proposed must be located in one of the Wisconsin counties identified in Section 4.2.1, as applicable to the program proposed. The RSP facility proposed must be a community-based residential facility (CBRF) and licensed per Section 4.2.4. The program must maintain close communication with DCC staff to: Remain aware of the Risk/Needs/Responsivity principles of the target population; Ensure that the program remains responsive to DOC programmatic needs;Communicate each participants progress and problems; and,Ensure safety to the community
