Specifications include, but are not limited to:Metro is seeking proposals from qualified firms to perform the following services described: Contractor shall assume day to day responsibility for Metros portfolio of 30 single family rental homes with existing tenants (see Regional Map of Rental Homes, attached hereto as Exhibit A), in compliance with Oregon Landlord Tenant Law (ORS 90), any other federal, state and/or local jurisdiction laws or regulations, and Metros policies. Metro reserves the right to add or remove rental houses from the portfolio. Metro intends to retain oversight of the portfolio, including but not limited to approving or performing repairs when the estimated cost is over a negotiated amount and approving rental rates and increases. Metro also intends to review each house during tenant turnover for improvements or upgrades that can be made. Day to day responsibilities include: Operate Metros portfolio of rental homes in compliance with all applicable state, federal and/or local jurisdiction laws or regulations and Metros Property Management Guidelines Collect monthly rent and remit to Metro within a negotiated timeframe. Collect, refund, and manage security deposits in accordance with Oregon law Enforce rental agreement terms and conditions Maintain interior and exterior of properties in a safe, habitable state including life safety systems Respond appropriately to tenant calls/concerns, including emergency service needs within a maximum of 24 hours Perform or contract out routine maintenance and repairs in a timely, safe, legal and responsible manner, including obtaining required permits. A Metro Project Manger must approve in writing maintenance and repair work over a negotiated threshold, and Metro reserves the right to perform the repairs or maintenance itself Contractors or sub-contractors must be licensed, bonded and insured, with verifiable good references Conduct (at a minimum) annual inspection walk-throughs with tenants and providing copies of each inspection sheet to Metro the next business day Conduct annual portfolio reviews, with competitive market analysis research, to determine market rent for each property. Provide copies of this information to Metro for review and potential rental rate increases
