Specifications include, but are not limited to:A. Client Evaluations must be conducted to identify the severity of substance abuse-related problems andestablish the mental health status of each referred youth client. These must be determined, since they arethe basis for appropriate placement in treatment programs. Sub-recipients will be required to determinethe status of each referred youth client and determine the most appropriate out-patient service(s). In theevent, that an inpatient service(s) is more appropriate, said sub-recipient must document and refer youthto the most appropriate community resource. During this phase, the sub-recipient will determine whetheror not a referred youth client is capable of continuing program participation while seeking out-patienttreatment or if referred youth should be placed in a hold status, pending release from the out-patienttreatment environment.B. Treatment plans should be comprised of a comprehensive set of tools and strategies that address theclient's identifiable strengths as well as his or her problems and deficits. It presents an approach forsequencing resources and activities, and identifies benchmarks of progress to guide evaluation. Thetreatment plan serves as a basis of shared understanding between the client and sub-recipient. Youthclients should learn what is expected of them in terms of commitments and attendance.C. Counseling: will be made available to provide youth clients with assistance and guidance in resolvingpersonal, social, or psychological problems and difficulties.
