Specifications include, but are not limited to:To reduce training time and cost, the NSO desires not to travel through the Hampton Roads Bridge Tunnel, Monitor Merrimac Tunnel or over the James River Bridge to access the shooting range facility. The shooting range facility shall be located on the Southside of Hampton Roads, areas may include: Norfolk, Chesapeake, Portsmouth a n d V i r g i n i a B e a c h . The successful bidder shall have a climate control facility to allow training to move forward regardless of weather conditions. 2. The successful bidder shall have a light control in facility to be able to simulate night firing situation. 3. The successful bidder shall have a target distance controls. Target must be adjustable to meet the mandated Tactical Qualifications Course (TQC) distance standards 7 yards, 15 yards, and 25 yards. 4. The successful bidder shall have a Targeting System to be able to flip via controls managed by instructors (targets are flipped open to allow the shooter to shoot in a specific time frame after which the target is flipped closed and targets vary for shoot/no shoot scenarios. 5. The successful bidder shall have multiple lane availability preferred 8 to 16 lanes. (Training occurs in groups for efficiency). The successful facility shall supply regular shooting range and shall have a minimum of 8 lanes. 6. The successful bidder shall have classroom(s) with the availability to seat between 12 to 60 students at one time for classroom instruction. The classroom(s) shall have computer access with projector capabilities to project presentations. The classroom(s) shall be in close proximity to the firing range to allow for immediate practical application of classroom instruction(s). 7. The successful bidder shall have parking access to accommodate personal and official vehicle for those attending training. 8. The successful facility shall be able to accommodate utilization of firearms including 9mm handguns, shotguns, and patrol rifle up to a .233 caliber. 9. The successful facility shall be open a minimum of six (6) days per week from 8:00 A.M. to 5:00 P.M. 10. NSO shall supply all ammunition and targets. 11.
