Specifications

Specifications include, but are not limited to:Scope: The work consists of removing invasive plants from the resident natural flora. Invasive species targeted are Kudzu, Privet, Wisteria, Chinaberry, Mimosa, Lespedeza and Honeysuckle. Removal will be done in a way as to minimize damage to the native vegetation but provide control of invasive species including their root systems. Contractor and his/her employees must have the ability to identify invasive species. There are 11 individual sites totaling 236.86 acres that contractors will bid on as a whole, subject to the availability of funding.Applicable Documents and References: The following individual standards and codes, manuals, and other documents shall apply to performance:1. Code of Federal Regulations (CFR)a. OSHA General Industry Safety and Health Standards, 29 CFR 1910, PublicationV2206.b. Certification of Pesticide Applicators, 40 CFR Part 171.c. Endangered and Threatened Wildlife and Plants, 50 CFR Parts 17.11, 17.12, 17.95,17.96 and 222.2. Agency Regulations and Publicationsa. Natural Resources-Land, Forest and Wildlife Management, DA Regulation 420-74.b. Pest Management, DA Regulation 420-76. Work and Services: The contractor shall furnish all labor, equipment, and other supplies needed to complete this project.Pesticides: All pesticides used by the contractor shall be registered with the EPA and used in strict conformance with their label directions. All pesticides used must be on the Department of Defenses standard pesticide list (See Appendix A) in order to be approved for use with this contract. The contractor will maintain a book of labels and material safety data sheets for all pesticides used and have it available on site at all times while work is ongoing. A record of each pesticide applied will be kept by the contractor and a copy will be given to the technical project manager at the completion of the project. The records will contain name of pesticide, name of active ingredient, total volume applied and total pounds of active ingredient applied.
