Specifications include, but are not limited to:PHASING / COMMENCEMENT OF LIQUID BULK OPERATIONS AT BERTH 1: Vessels unloading liquid bulk products must begin operations at Berth 1 prior to any demolition of the existing Liquid Bulk Pier (T-head and associated structures). Therefore, it is critical to allow Kinder Morgan (KM), a tenant of the NCSPA, to begin operating at Berth 1 at the earliest possible time, so that the demolition of the existing pier structures may advance, and also the dredging. Note that it is possible for some dredging to begin prior to the demolition activity, but obviously the demolition of structures must occur prior to the completion of dredging activity. The commencement of liquid bulk operations at Berth 1 may begin when five (5) of the twelve (12) pipelines are complete and accepted for service. The NCSPA and AECOM will perform a beneficial occupancy (partial utilization) inspection prior to accepting the five (5) pipelines into service. It is not known at this point which five (5) lines in particular shall be complete and accepted first- although at least two (2) of the five (5) will be insulated lines- but it will be a matter of coordination with the NCSPA and KM
