Specifications include, but are not limited to:The Department of Health and Human Services (Department) is seeking proposals in the areas of development, promotion and implementation of the Refugee Social Services program (as defined in 45 C.F.R. 400, Subpart I) in the Cumberland, Androscoggin, and Kennebec Counties. This document provides instructions for submitting proposals, the procedure and criteria by which the Awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the Awarded Bidder.The Department promotes safe, healthy, independent lives for all, while ensuring efficient and effective use of resources for Maines most vulnerable population. In order to improve services for racial, ethnic and linguistic minority populations in the State of Maine, the Department, with the support of the Office of the Governor, strategically established the Office of Multicultural Affairs (OMA). OMAs mission is to provide support to State agencies, non-governmental organizations and community partners in order to develop sustainable projects and initiatives which will address the needs of Maines ethnic, racial and linguistic minorities.The main objectives of the Refugee Social Services program are:Addressing Employment Barriers faced by Refugees and other eligible populations through the support of Employment, and other related services such as English language learning opportunities and access to eligible Social and Support Services.Delivery of an outcome-oriented program to eliminate barriers to economic self-sufficiency faced by Refugees and other eligible populations through the support of Employment and support services as mandated by 45 C.F.R. Part 400.140-400.156. See: is estimated that the target population is made up of three hundred (300) employable individuals per the eligibility criteria listed in Part II.B.The anticipated outcome to be achieved by the Refugee Social Services program is to increase the number of Refugees (particularly Refugee Cash Assistance recipients) and other eligible populations that:
