Specifications include, but are not limited to:All services and ancillary items provided under this Contract must comply with all Federal and Commonwealth laws, rules, and regulation and must meet the then normal industry standard for whatever is being provided.The vendor will be responsible for providing:Services must be provided 24 hours a day, 365 days a yearLab Manuals and DirectionsVendors will provide each facility using its services with real time directions detailing appropriate specimen requirements describing tests and sample handling requirements to meet its staff's needsWhen required, the Contractor must provide in-service education for non-vendor staff at each location to help assure proper diagnostic coding and billing and the collection and handling of specimens.A qualified laboratory representative must be available for technical consultations by telephone or beeper twenty-four hours a day 365 days a year. A response must be received within 30 minutes of placing a call.The Vendor must provide laboratory consultations on site when requested by a facilityThe Vendor must provide support to a sites quality assurance program as neededA sales representative will be assigned to each account to handle details. For the DPH hospitals, it is mandatory that there be only one sales representative, with the same dedicated support staff for the three hospitals. (Lemuel Shattuck Hospital, Massachusetts Hospital School and Tewksbury Hospital)The Vendor will be the single source for billing and payment. All work contracted out to another lab, hospital, or entity by the RLSP will be paid for by the RLSP. The RLSP will be the single source for billing to and paying by the contract users for all work performed under the Contract at the same prices established in the Contract.Vendor will directly bill third parties for patients who have Medicare and/or Medicaid when requested by a facility. Billing service has to be established in advance and it will be the responsibility of ordering facilities to provide the Vendor with all the necessary billing information. If the third party rejects the claim then it is the facilities responsibility to pay the Vendor. Most DDS lab work is billed as third party and DMH utilizes third party billings. The Vendor will be paid at the then current third party rate for the lab test.A normal specimen pickup schedule will be established that will meet the needs of a facility. This would normally be daily but the Vendor will accommodate all reasonable requests by facilities for establishing normal schedule of specimen pickup.The Dept. of Public Health- Lemuel Shattuck Hospital, requires the following pick up times:Routine Specimen pick up-Mon Fri., twice daily @1:30pm and 6:30pmSat/Sun/Holidays -once per day @ 3 pmThe Dept. of Public Health -Tewksbury Hosp. requires the following pick up times:Routine pick up- Mon.-Fri.: 10am and 3pmSat./Sun./Holiday- once per day @ 11 a.m.
