Specifications include, but are not limited to:Applicants will design and develop a system for 24/7 dispatch of on-call Recovery Coaches. Applicants are expected to have in place upon contract execution QSOAs with hospitals that specify how the applicant will be contacted when a person is admitted to the ED with an overdose, protocols for allowing the recovery coach access to the patient in order to instruct the patient on use of nasal naloxone, ensure that the patient has nasal naloxone upon exiting the ED, and that the recovery coach has the time and space to provide support to the patient. Applicants will develop a 24/7 dispatch system with a dedicated phone number for the hospital to call and a group of on-call recovery coach staff who will be able to respond to a call within the hour. Applicants will be expected to have linkage agreements (please refer to the cooperative activities chart in the file attachment section in the COMMBUYS bid) with recovery centers, medication assisted treatment programs, and other treatment services in order to make a successful referral to the correct level of care or agency that can provide an assessment.Applicants will be responsible to dispatch and supervise the recovery coaches and report information to the BSAS by:developing a deployment system and ensuring that each ED recovery coach is trained on the hospital protocols for work in the hospital EDtraining the new staff in hospital and emergency room protocol, motivational interviewing, and in crisis interventionrecruiting diverse recovery coach staff that mirrors population seen in the ED and can meet the needs of ethnic and linguistic minoritiestraining the recovery coach to distribute and educate individuals seen in ED in overdose prevention, use of nasal naloxone kits, and to offer follow-up and referrals.completing the recovery coach academy and supervisors training and participate in other BSAS training about the role of recovery coachesSupporting the recovery coach/Recovery Coaches in their non-clinical support rolesensuring recovery coaches coverage 24/7 and deploying the Recovery Coaches as neededsupporting the recovery needs of staff, including self-care and trauma supportproviding adequate time for Recovery Coaches to participate in learning collaboratives that support their understanding of their roles and to get assistance from other Recovery Coaches performing similar workproviding on-going training to support the work required by the recovery coach staffcollecting data, reporting, and providing outcome measurement and data analysis weekly to the Bureau.participating in periodic meetings with the Bureau to evaluate service and to modify the model as neededreimbursing the on-call staff for transportation costs, on-call reimbursement, and for 1 hour of recovery coaching at the EDThe role of the recovery coach will be to
