Specifications include, but are not limited to:s (This section to be returned with bid package)1. The Agency is seeking to purchase a Records Management System. This section describes the needs of the agencyand what the desired product or service is required to do. Where terms, names or descriptions are used, the vendormay have other technical references which can be noted and referenced as equivalent. The system must meet orexceed the criteria as listed in this section of the RFP:a. The system must provide a universally deployed system within the City of Anderson Police Departmentthat gathers accurate information relating to Law Enforcement activities including but not limited to:i. UCR Reporting (Uniform Crime Reporting a.k.a. SCIBRS/NIBRS Incident Reporting)ii. Investigations & Evidenceiii. Arrest & Bookingiv. Detention Managementv. Court Records (criminal & traffic A bridge to existing system may be considered an equivalent)vi. Equipment Inventory (Capital & Personnel)vii. Personnel Managementb. The systems modules must be integrated so as to eliminate the need for redundant data entry. (I.e., it mustallow for auto-fill of data that pre-exists in the same module or in different modules, especially betweenbooking, detention and the UCRs.)c. The system must provide the Agency with automated South Carolina Incident Based Reporting (a.k.a.Uniform Crime Reporting or UCRs). It must also have capability to maintain records associated withArrest, Booking & Detention. Investigative, Evidence & Property applications are also required. Thesystem should include modules for personnel and capital asset management.d. The system must automate the submission of SCIRBS reports to S.L.E.D.e. The system must be deployable throughout the Agency and potentially to other related agencies at theAgencys discretion, providing potential data sharing capabilities throughout the Agency and with otheragencies. f. The system must provide tools to Agency Law Enforcement personnel to help solve crime.g. The system must be integrated with the agencys existing Data Works Live Scan machine in the bookingarea.h. The system must be integrated with and fully functional with the agencys existing VINE (VictimInformation and Notification Everyday) system in the booking area
