Specifications include, but are not limited to:The State of New Mexico, General Services Department, State Purchasing Division (GSD/SPD) wishes to establish a multi-vendor, zone based Statewide Price Agreement for the purchase and installation of quality interior flooring to be utilized by state, city, and county agencies and municipalities, which may include the following: removal and replacement of existing flooring, new surface development, systems furniture moving and/or lifting if requested, removal and proper disposal of all waste and existing flooring; sheet vinyl, floor tiles, carpet and/or base materials. The term of this Price Agreement shall be for one (1) year from date of award with the option to extend for a period of three (3) additional years, on a year-to-year basis, by mutual agreement of all parties and approval of the New Mexico State Purchasing Agent at the same price, terms and conditions. This Price Agreement shall not exceed four (4) years. Price shall not include state gross receipts tax or local option tax. Such tax or taxes shall be added at time of invoicing at current rate, and shown as a separate item to be paid by user. Determination for award shall be based upon the lowest total cost of all items per zone, listed within the Cost Proposal section. This may be a multiple award Price Agreement. Each bidder must enter a price for each requested item or their bid will be deemed unresponsive. The intent is to choose up to four (4) contractors per state zone and to include multiple manufacturers of carpet tile, VCT, LVT, sheet vinyl and porcelain tile sold and installed by each contractor. By submitting a responsive bid, the contractor agrees to accept the terms, conditions and standardized prices of all items incorporated herein. The State shall have the right to reject any or all bids, or a bid which is in any way incomplete or irregular. Bidders shall notify GSD/SPD no later than seven (7) days prior to bid opening date of any ambiguity, inconsistency or error which they may discover upon examination of the Invitation to Bid, or the site and local conditions
