Specifications include, but are not limited to:Project Background and Description Kern County spans 8,161 square miles in the central valley of California. The County is divided into eleven (11) Geographic Service Areas for serving mental health consumers. The administration office for Kern County Mental Health (KCMH) is located in Bakersfield, the county seat, in the southern region of the San Joaquin Valley. KCMH operates under the directorship of Mr. Bill Walker, LMFT, and is governed by the five (5) members of the Kern County Board of Supervisors. The Department strives to promote its mission statement,Workingtogethert o w a r d H o p e , R e c o v e r y , a n d I n d e p e n d e n c e . The Department consists of various Systems of Care to serve specific consumer populations. The Crisis Services System of Care serves both minors and adults. KCMH ensures the citizens of Kern County who are afflicted with mental health disorders are provided with services and resources necessary for their treatment and recovery. The Department utilizes the services of contracted providers for mental health treatment services for both minors and adults in most geographic areas throughout Kern County. KCMH is in the process of developing/constructing a new 12-bed Crisis Stabilization Center (CSU) in the City of Ridgecrest. The Ridgecrest CSU project is funded by a grant from the California Health Facilities Financing Authority (CHFFA) Investment in Mental Health Wellness Grant Program. The goal is to expand crisis services to the rural communities of Eastern Kern County. The new Ridgecrest CSU will offer alternatives to hospitalization and incarceration to varied target populations of Eastern Kern including veterans, the economically disadvantaged (such as Medi-Cal recipients and Indigent populations) and youth who are experiencing a behavioral health crisis. The new Ridgecrest CSU will increase access to crisis services, reduce transports to the Bakersfield CSU from Eastern Kern (journeys of up to two (2) hours one way), reduce the number of mentally ill people in crisis at the Ridgecrest Regional Hospital (RRH) Emergency Department, reduce the amount of time that Law Enforcement remains involved in a mental health crisis, and augment the existing outpatient behavioral health services that exist in the geographically isolated area of Eastern Kern
