Specifications include, but are not limited to:The Minnesota Department of Human Services, through its Alcohol and Drug Abuse Division (ADAD) (State), isseeking proposals from qualified responders to establish and maintain a comprehensive, gender-specific, familycenteredservice delivery system that addresses the unique needs and barriers to treatment and recoverythroughout the continuum of care for pregnant and parenting women with substance use disorders including theirchildren / families. This delivery system will ensure that all women receive individualized, high-quality, researchbasedbest practices treatment and recovery for substance use disorders. This delivery system will assist incultivating the healthy development of women, their children and families. The ultimate goal of these dollars is toincrease access and the availability of comprehensive, residential and non-residential substance abuse treatment,prevention, and recovery support services for pregnant women and women with dependent children includingtheir families who may also have substance use disorders. All services will be delivered at the local communitylevel.Please note, these grant funds are not available for goods and services that are eligible to be paid for by theChemical Dependency Treatment funds.Special consideration will be given to those programs that can provide residential treatment services and providehousing to women and their children while the mother attends and participates in treatment. Services should beextended, when deemed appropriate, to fathers of the children, partners of the women, and other familymembers of the women and children who do not reside in the residential treatment facility. Particular focus willalso be on specialty programming for pregnant substance abusing women, their babies, and families.Responders will demonstrate the capacity to provide gender-specific, integrated and collaborative, culturallyresponsive,family-centered treatment support and recovery services for women with substance use disorders whoare pregnant or have dependent children by promoting improved treatment access, treatment completion andincreased involvement in post-treatment recovery and recovery maintenance activities. These funded services willhelp these women remain alcohol and drug free; deliver drug-free babies; obtain or regain employment; stay outof the criminal justice system; find stable housing and promote a recovery-oriented environment by providingstrength-based supplemental and continuing care services.
