Specifications

Specifications include, but are not limited to:A.Security and Fire Alarm Monitoring Services 1.Contractor will submit plan of converting all existing security alarm equipment (i.e. key pads) to non-proprietary equipment. Fire alarms are not to be included in the conversion.(a)Contractor will be responsible for inspecting and evaluating all of the existing systems and determining if a conversion of the existing system is possible. Any conversion of existing systems to a non-proprietary system shall be comparable (if not superior) to the level of service currently received from the existing system. (b)Contractor shall visit each site and inspect for conditions which may affect the conversion of the existing system. Submission of a proposal shall be considered full evidence that the Contractor has inspected the sites and is familiar with all conditions under which the work will be performed. (c) Timeline of conversion shall not be done in such a way that no location is left without a mechanism to monitor security of facility between the hours of 10:00pm and 7:00am. i. There shall be no time upon which the building is not being monitored for fire during the conversion. If an unforeseen condition exists requiring no monitoring for fire at any time , the Contractor is responsible for providing fire watch for the building until service is restored. Fire watch procedures must be pre-approved by Portsmouth City Fire Marshall. ii. All costs and approvals are the contractors responsibility. 2. Contractor shall monitor all division security panels and fire alarm panels 24 hours a day, 365 days a year. (a) Contractor shall dispatch for police response when burglar alarm or trouble alarm is activated. i. If police deem an alarm to be valid, Contractor will dispatch for a PPS key holder to respond to allow police access to the facility. ii. If police deem an alarm to be false, Contractor will not dispatch for a PPS key holder to respond to the facility.
