Specifications include, but are not limited to: Beginning in fiscal year 2017 (July 1, 2016 June 30, 2017) a new round of program funding begins. The purpose of this funding is to support existing restorative justice programs with partnerships in place to provide pre-file restorative justice services that will help divert juveniles from entering the juvenile justice system for behaviors that put them at risk for court filing. The RJ Pilots that have produced significant data will continue to be funded. An application process opening the funding to qualified restorative justice programs will take place this spring. The newly funded restorative justice programs may be within governmental agencies, nonprofits (501.c.3) or schools. Data collection and evaluation will be updated and remain a priority for the RJ Council as restorative justice continues to develop in Colorado. The on-going efforts support a longer term goal to advance restorative justice toward being an evidence-based practice. The purpose of this Request for Proposal (RFP) is to select a vendor to continue to support the data collection and development of research for restorative justice practices in Colorado and to complete an evaluation of the funded programs and the overall impact of restorative justice practices on three key questions. The vendor will produce written reports for use by the RJ Council and SCAO staff. GOALS: The goal of this research is to help answer three key questions: 1.Does restorative justice help reduce recidivism? Recidivism data will be collected based on the parameters of C.R.S. 19-2-510.5 (2)(b)(VI): The number of juveniles who participated in the restorative justice program and had a subsequent arrest or juvenile petition filed against him or her inthesa m e o r a n o t h e r j u d i c i a l d i s t r i c t w i t h i n o n e y e a r . R e c i d i v i s m r a t e s w i l l b e c h e c k e d a n n u a l l y with support from the SCAO. Additional parameters for recidivism may be included
