Specifications include, but are not limited to:The District is seeking proposals for a certified retirement plan consultant with demonstrated experience in evaluating 457 and 401(a) retirement plans. Experience should include the ability to effectively evaluate and negotiate change to investment menus, fund fees, administrative expenses, and the investment providers service performance from both the clients and the participants perspective. The consultant should also have the knowledge to provide fiduciary education for the Districts Deferred Compensation Plan Committee (Committee). Ideally, the services provided by a consultant will assist the District in fulfilling its fiduciary responsibility with regard to its retirement plans and while also offering the District employees quality retirement plans. II. Background The District currently has approximately 645 regular benefit-eligible employees. The District offers a 457 Deferred Compensation Plan (457 Plan) to all benefit-eligible employees. There are currently 650 participants in the 457 Plan with approximately $45.9 million in assets. The 457 Plan currently contracts with a single investment provider that offers a range of investment options. An assigned representative from the investment provider is available to provide one-on-one enrollment, communication/education, and retirement counseling services for the 457 Plan. The District also offers a 401(a) Plan to all full-time benefit eligible employees. There are 711 active participants in the 401(a) Plan with approximately $43.3 million in assets. The 401(a) Plan currently contracts with a single investment provider that offers a range of investment options. An assigned representative from the investment provider is available to provide one-on-one enrollment, communication/education, and retirement counseling services for the 401 Plan. III. Scope of Services Requested The anticipated award date of the contract is April 2016 with the following requested completion dates: Milestone A November 30, 2016 Evaluation of the Districts Current Plan.
