Specifications include, but are not limited to:A. Determine the optimal replacement cycles of four (4) key types of assets in theCountys fleet using industry-recognized vehicle life cycle cost determination andoptimal replacement cycle identification methods.1.The types of assets to be analyzed will be selected by the County, but areexpected to include vehicles such as the following: law enforcement patrolvehicles, one type of medium-duty truck, and one type of passenger vehicle.B. Develop a realistic, multi-year replacement plan for the entire County fleet thatidentifies the future replacement dates and costs of each individual asset in the fleetover a 20-year period using appropriate analysis parameters for the approximately 105different types of assets that comprise the fleet.1.It should be assumed that an initial plan will show that a sizable backlog ofreplacement spending needs currently exists. Consequently, a key requirement ofthis step in the study will be to develop an actionable plan that provides for theelimination of this backlog over a reasonable period of time.C. Develop a fleet modernization business plan based on a comparison of the total cost ofownership (e.g. capital, maintenance and repair, fuel, etc.) of each vehicle in the fleetand of the fleet as a whole under the recommended replacement plan (developed inStep 2) with the TCO of the fleet under an alternative replacement plan that isrepresentative of the Countys current replacement funding levels. The business planwill quantify the cost savings that would result from the implementation of therecommended (i.e., modernization) replacement plan.
