Specifications include, but are not limited to:Professional engineering services associated with this RFP may include but are not limited to preliminary engineering planning services, final design engineering services, permitting, bidding, construction management activities and services associated with commissioning and operation. This Scope of Services identifies some of the key activities and services that are anticipated to be performed by the Engineer, but it is not intended to address all of the services that may be required. The Engineer shall coordinate and collaborate with the Town and its utility operations contractor, Inboden Environmental Services (IES), when conducting all services associated with this contract. A.Phase 1 - Preliminary Engineering Phase 1 services are intended to identify the design criteria, service area, capacity, scope and anticipated cost and configuration for the sewage pumping station. Some of the key tasks anticipated in this phase are as follows: 1.Conduct a site review of the facility with representatives of the Town and/or IES to review site specific constraints. 2.Delineate a service area served by the pumping station and review land use for anticipated buildout capacity needs within the service area. 3.Review the Towns pumping station Technical Memorandum for the facility which identifies the design capacity requirements for the station. 4.Prepare a draft and final technical memorandum to summarize the design criteria for the new pumping station. The technical memorandum will serve as a preliminary engineering document for coordination with the Town, the Virginia DEQ and other pertinent stakeholders. The technical memorandum will include the following: Conceptual site plan for the proposed improvement showing the general arrangement of the proposed facility Equipment cut sheets for proposed major mechanical and electrical equipment including pumps, generator, flow meters, etc. Design criteria including pump flow and head for the identified design conditions. Identify the force main system curve for the existing force main and select pumps that provide optimal performance within the expected system conditions. Recommended improvements to the culvert system along the pumping station access driveway Anticipated construction costs and duration for the project Summary of required permits and durations associated with the project Project Schedule for design, permitting and construction
