Specifications include, but are not limited to:The following is a summary of our key findings: The bulkhead was constructed in the late 1950's and has exceeded its 50-year life expectancy. It is the goal of the City of Panama City to increase the life of the bulkhead for at least another 20(if not 25) years for any repaired sections and over 50 years for replaced sections. This investigation is considered a "Level II" effort which is a detailed visual inspection of thestructure, but does not involve non-destructive or partially destructive testing. This investigationprovide a high degree of confidence in the prepared Opinions of Probable Costs in order todevelop an implementation strategy and budgetary framework for the capital improvements toeither continually repair or replace sections of the bulkhead. The field investigations and assessment of the structural components reveal the bulkhead is infairly good overall condition. However, there are key components (and specific sections) of thestructure that are showing signs of age, deterioration and damage that will require repair orreplacement to increase the desired life and functionality of the bulkhead. Two sections of bulkhead are recommended for replacement: 1) Phase I - 100 foot sectionbetween STA 49+82 and 50+82; and, Phase III - 1,407 foot section including the west end of the"T" between STA 21+17 and 35+24. However, an alternative to replacing the Phase III "T" bulkhead is to repair the existing structureat an estimated cost of $1.65 million to increase the life of the bulkhead an additional 15-years. The timing of implementing the remedial action will have an effect on the ultimate costs. Delayingrepairs will result in further deterioration of the structural elements thus increasing costs
