CTH Q Bridge over Oconomowoc River The work under this CONTRACT shall consist of those engineering and related services in accordance with the WDOT Facilities Development Manual (MANUAL), enumerated herein and specifically including: reports, project documentation, agency and utility coordination, public involvement, meetings, surveys, roadway and structure plans, and specifications resulting in PS&E documents for the PROJECT. The existing bridge (P-67-0078) is a single-span steel deck girder structure constructed in 1925. The concrete deck was replaced and widened in 1981. The deck remains in fair condition, though the deck edges are now spalling. The girder paint system has failed and girders have deteriorated with the loss of section near the abutments and on the outermost girders. The abutments are deteriorating with areas of delamination and spalling. The bridge is considered both structurally deficient and functionally obsolete. The structure sufficiency number is 35.9, and Local Bridge Program (federal) funds have been approved for the PROJECT. The PROJECT scope is full replacement of the CTH Q bridge over the Oconomowoc River. A single span slab bridge is anticipated, but various structure types will be investigated. The roadway will remain two lanes over the bridge and will be constructed to current standards, including wider shoulders. The roadway vertical profile is to be investigated for purpose of improving bridge navigational clearance. Improving navigational clearance will need to be balanced against impacts to wetlands, etc. Right of way was purchased to the ultimate width of 100 feet in the 1960s for most of the expected project limits. Additional right of way and easements will be acquired, if needed. The north side of the bridge is used as a fire department pumping site. Also, the public uses the roadway embankment at the northwest bridge approach for launching boats and canoes into the river. This is not a formal boat launch, and is not maintained as such by any public agency. The City of Oconomowoc, through their Oconomowoc Watershed Protection Program are investigating improvements to, or relocation of, this defacto boat launch area. Recognition of these issues, as well as agency and public coordination regarding the launch area, will be required during design of the bridge replacement. A detailed discussion of the scope of services and special provisions for the project are contained in the proposed contract for engineering and design services in Attachment A No additional specifications were given.
