Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) by the Rappahannock Regional SolidWaste Management Board (R-Board) is to seek sealed Proposals from qualified firms toestablish a contract, through competitive negotiations, to provide ProfessionalEnvironmental Services relating to the Rappahannock Regional Solid Waste ManagementBoard (R-Board) as prescribed in the Virginia Solid Waste Management Regulations andassociated engineering designs for related systems as needed. The R-Board operates anactive sanitary landfill and maintains a closed landfill at 489 Eskimo Hill Road in StaffordCounty, Virginia under Solid Waste Permit #589. Daily tonnage is approximately sixhundred to nine hundred (600-900) tons. Recycling collection and composting activities arealso conducted on the site.Firm(s) will be selected and approved on an as needed basis for a one (1) year period.Such selections may be renewable for four (4) additional one (1) year terms. The numberof selections will depend on the number and quantity of proposals received.The sum of all projects performed under a one-year approval term shall not exceed $5-milllion. Competitive negotiations for such contracts may result in awards to more than oneOfferor. For a single project, for professional engineering services relating to constructionprojects, the project fee shall not exceed $2 million. A County purchase order will be issuedand contract prepared, where applicable, for each task order prior to the start of work.2. SCOPE OF SERVICES Quarterly and semi-annual groundwater sample collection and associated laboratoryanalyses; Annual leachate sample collection and associated laboratory analyses; Sample bottle preparation, courier services, and associated laboratory analyses forsurface water monitoring; Quarterly perimeter landfill gas migration monitoring with increased frequency asneeded; Other environmental monitoring services necessary for compliance with regulatoryrequirements; Timely reporting to the VADEQ and R-Board staff of monitoring events;15 The design, repair, and construction of various systems related to closure capconstruction, landfill cell construction, surface water control infrastructure,groundwater monitoring, landfill gas migration, landfill gas collection, and leachatecollection; Semi-annual survey of disposal area(s) for calculation of airspace utilization rates; Other notifications and reporting to the VADEQ, USEPA, and other regulatory entitiesas prescribed in the relevant solid waste regulations and facility permits; Preparation of a summary report and attendance at regular R-Board meetings; and Regular correspondence and communication with R-Board staff.
