Specifications include, but are not limited to:The Knox County Law Director files a delinquent tax lawsuit each year for the purpose of collecting delinquent property taxes on behalf of the Knox County Trustee. The suit is initiated by filing a complaint in the Chancery Court followed by service of process on each defendant pursuant to Rule 4 of the Tennessee Rules of Civil Procedure and other applicable law. The number of defendants for a Tax Sale varies between one thousand five hundred (1,500) and two thousand five hundred (2,500) in any given year. The Trustee requests proposals for Process Servers to provide service on defendants in the delinquent tax lawsuit. 4.2 MINIMUM REQUIREMENTS: Proposers must indicate in Section V, Proposal Format, that the following minimum requirements are met: 4.2.1The successful proposer must maintain a sufficient number of trained process servers and other employees to serve and return one thousand five hundred (1,500) to two thousand five hundred (2,500) pieces of leading process within ninety (90) days from the date of issuance. 4.2.2 The successful proposer must maintain a system to ensure that process servers are qualified to serve process in the delinquent tax lawsuit, pursuant to Rule 4.01 of the Tennessee Rules of Civil Procedure
