Specifications include, but are not limited to:Overall Service Expectations This RFP creates a structure for the delivery of State and District prevention services to measurably improve health outcomes associated with substance abuse, tobacco use, and tobacco exposure. The Domain structure within this RFP recognizes common approaches to the prevention of both substance abuse and tobacco use and exposure. The intentional grouping of the Domains into one competitive procurement opportunity ensures that work currently being conducted separately through approach or geography will instead maximize all available resources and provide coordinated program development, implementation, consistent data collection, analysis, and reporting. Each Bidder must demonstrate the necessary expertise and applied capacity in public health prevention, as well as the business capacity to manage, administer and participate in a multi-faceted statewide effort. Conducting this work successfully will demand effective working relationships between the Successful Bidder(s) and the Department, in addition to working relationships with all of Maines DCCs. For those reasons, an in-state office is required upon contract implementation for any Successful Bidder(s) for any and all Domains. If an in-state office is not maintained at the time which the proposal is submitted, then the proposal must include a detailed plan and timeline for when an office will be opened during the Initial Period of Performance. Bidder(s) must agree in writing to comply with all requirements, including restrictions on use of funds. Most importantly, however, the Department is interested in how each Bidder will deliver the scope of services and the Bidders proposal must clearly describe the methods, resources, Strategies and Objectives it will use to do so successfully. B.Requirements for Domain 1: Prevention of Opioid and Other Substance Use 1.Required Areas of Focus a.The primary audiences for this Domain are Youth and Young Adults. The areas of focus are: i.Prevention of opioid use (including heroin); ii.Prevention of alcohol use and binge drinking; iii.Prevention of marijuana use; and
