Specifications include, but are not limited to:Phase I: Pre-Construction ServicesThe successful Proposer (the Contractor or CM/GC) will provide the preconstructionphase services under the terms of the Pre-Construction ServicesContract between PP&R and the Contractor in the form attached hereto asExhibit B (the Pre-Construction Contract). The Contractor will be expected toprovide, at a minimum, the following services and assistance to PP&R under thePre-Construction Contract (collectively, the Pre-Construction Services).Proposers are encouraged to suggest additional specific services they can offerthat may be of benefit to the design, budget and pre-construction planning. Thiswork will be performed on an hourly rate, not to exceed basis, up to the proposedcost amount. Scope for this work is further detailed below.Task 1: Project Partnering and ScopingPartnering is critical to the success of a CM/GC project, and the Pre-ConstructionServices Phase begins with a Kick-off/Partnership Orientation Meeting with theProject Team that will include City staff, its consultants from Shiels ObletzJohnsen, Inc. ( Owners Representative), SRG Partnership, Inc. ( DesignTeam), Pioneer Courthouse Square staff (PCS), the CM/GC and other keystakeholders (Project Team).Partnering is a process for developing a spirit of teamwork and cooperationthrough shared Project goals and information, defined roles and responsibilities,defined issue resolution procedures, clear action plans, and the monitoring ofTeam performance to ensure that the goals are achieved. At a minimum, keymembers from the Contractors team to attend the Kick-off/PartnershipOrientation Meeting shall include a Project Manager, Site Superintendent, SafetyPersonnel, and key Subcontractors. The Meeting will cover the following items:1. Introduce the Project, CM/GC, partnering session, and the Projectstakeholders.2. Discuss roles and responsibilities related to the CM/GC process.3. Present Project goals and objectives.4. Discuss Project status, funding, and preliminary schedule.5. Present Project elements and scope.6. Identify Project risks and develop an initial Risk Management Plan.7. Establish Opinion of Probable Construction Cost (OPCC) pricingmilestones.8. Discuss the basic elements of the Cost Model.9. Review relevant Plans, Specifications, and reports.10. Conduct Project site tour.11. Schedule progress meetings.12. Establish Communication and Document Control Plan.
