Specifications include, but are not limited to:. The objective of this RFP/Q is to install gridconnected roof mounted solar photovoltaic (PV) systems, the size to be indicated within the proposal, on structures owned by the Village and the Town of Johnson. B. All proposals shall include project descriptions and diagrams of the proposed systems. C. All proposals shall describe fully the finance options for the installation and maintenance of the arrays. Finance options may include purchase through loan, lease, power purchase agreement, or other arrangements. Proposals should be as specific as possible about terms of agreement. D. All proposals will include an analysis of cash flow that would indicate all costs and savings compared to the existing status quo. E. The selected Firm shall be responsible for and shall hold the Village/Town harmless in respect of all damages resulting from or in connection with the installation and operation of each PV installation and shall be responsible for obtaining and maintaining appropriate insurance in respect of same. F. The successful Firm will be required to provide the Village/Town at the time of contract award, a certificate of insurance indicating that the contractor has, and will keep in effect for the term of the contract, the following types of insurance. 1. General Liability and Property Damage: With respect to all operations performed under the contract, the Firm shall carry general liability insurance having all major divisions of coverage including, but not limited to: Premises Operations Products & Completed Operations Personal Injury Liability Contractual Liability This policy shall be on an occurrence form and limits shall not be less than: $1,000,000 per Occurrence $1,000,000 General Aggregate $1,000,000 Products/Completed Operations Aggregate $50,000 Fire/Legal/Liability 2. Automotive Liability: The Firm shall carry automotive liability insurance covering all motor vehicles, including hired and non-owned coverage, used in connection with the Agreement. Limits of coverage shall not be less than: $1,000,000 combined single limit.G. The selected Firm will be required to obtain any and all necessary permits that relate to the installation of proposed PV system and acquire all required approvals for utility interconnectivity. H. The selected Firm shall conduct all necessary systems testing, system commissioning, and warranty the systems performance. I. All products and components must conform to all local, state and national codes, standards and ratings, as well as the manufacturers recommendations. J. Schedule: 1. Proposals must be received by 4:00 p.m., April 26, 2016. 2. It is expected that a Notice of Award will be issued on or about June 1, 2016. 3. Construction will be expected to begin upon receipt of all permits and Certificate of Public Good. 4. Nothwithstanding any other aspect of the schedule or project all work must be completed and all installations operational prior to 11:59 p.m., December 31, 2016. IX. SELECTION PROCESS & BASIS OF AWARD A team consisting of Village Staff and Village Board of Trustees will evaluate the proposals for facilities owned by the Village. The proposals for facilities owned jointly by the Village and Town will be evaluated by a committee consisting of Village Staff, Village Board of Trustees and designated representatives from the Town and will include a determination of the allocation of the output of solar arrays on jointly held property which should be 50/50. The proposals for facilities owned by the Town will be evaluated by designated Town representatives. The following weighted criteria will be used to evaluate the proposals: 1. The scope of services offered and the extent to which they meet or exceed the project expectations. 15% 2. Qualifications of the proposer and sub-contractors and experience with similar projects. 20% 3. The firms understanding of the scope of work required for this project. 15% 4. Financial attractiveness. 50% B. The selection will be made by the Village of Johnson Board of Trustees after a thorough evaluation of the submissions by the Selection Committee. For any facility owned by the Town, the selection will be made by the Selectboard. The Village will be responsible for obtaining the consent of the Town for any proposal involving a jointly owned facility and shall not accept or negotiate a proposal or sign a contract without such consent of the Selectboard. The Village/Town reserves the right to negotiate with the successful firm on all aspects of the project. The decision of the Board of Trustees or the Selectboard shall be final.
