Specifications include, but are not limited to:The City envisions a team of firms that include the fields of Civil Engineering, Transportation Engineering/Planning, Landscape Architecture and/or Urban Design for the development of construction plans, specifications, and estimates for this project. The scope of the project is detailed below: San Pablo Avenue Conduct a topographic survey of the project area. Design of bulb outs with high visibility crosswalks and pedestrian level illumination at locations specified in the Complete Streets Conceptual Plans attached to this RFP. Determination of the feasibility of installing a system of Rapid Flashing Pedestrian Beacons (RRFB with respective signage) at Portland Avenue (depending on meeting warrants). Design of medians at selected locations on San Pablo Avenue north of Washington Avenue. Design the installation of audible pedestrian signals within the project area. San Pablo Ave. is used by the students of the Regional Center for the Blind as training ground for street navigation skills. Coordinate with Caltrans for the design of the recommended signal improvements for San Pablo Avenue, such as installation of Pedestrian recall at all signals and decrease of the signal cycle time from 120 to 90 minutes at Solano and San Pablo. Please note that the hardscape improvements recommended for this intersection are not included in the scope of work in this RFP, but the operational improvements of the signal are included.Recommend changes to the traffic signal operations at San Pablo and Brighton. This signal has a permissive left turn in the westbound direction on Brighton Avenue and one pedestrian crosswalk on the south side of the intersection on San Pablo Avenue. Brighton is the route to the Albany Middle School and one of the routes to the Albany High School. There is a high incidence of collisions at this intersection. Develop landscape plans and urban design elements for the project and for the gateway improvements
