Specifications include, but are not limited to:These are the services that the City of Hyattsville is requesting from the firm. These services should be supplied for all public parking spaces. The application should demonstrate how the firm plans on fulfilling these services.The firm is to provide a pay-by-phone service for all public parking in the City. The services should be primarily offered through a customer friendly phone application that is easily downloadable.The firm is to provide options for customers to use a desktop and mobile web interface in order to manage their account.There must be a dedicated phone number that customers may call to start a parking session without any devises or pre-registration.The firm must provide live customer service during the hours that parking is enforced.Customers must be able to register via Interactive Voice Response (IVR) system, or through a live customer service representative.The City will not pay the firm for any of their services, but rather the firm will recoup costs spent on advertising, decals, enforcement integration, customer service, and administration through a convenience fee which will be entirely borne by the customer. The convenience fee must be agreed to by the City, and any changes to the fee may only occur with agreement from the City.Customers should be able to select the amount of time they would like to stay at the meter in 30 minute increments, assuming they follow the time limits provided by signage.The firm will be responsible for providing marketing materials, signs, decals, etc., which are to be approved by the City.The firm is responsible for installation of all signs and decals related to the pay-by-phone services.It would be preferable for the firm to provide enforcement technology that is compatible through Apple IOS and Android technology.The firm will be responsible for managing all accounts, transactions, and customer service related to pay-by-phone.The firm should have a sophisticated data management system, through which the customer can track their parking history and payments.The firms data management system should be accessible to the City online, and include real-time parking information, raw data on parking in the City, and understandable data reports distributed regularly which can be customizable to the needs and objectives of the City. The reports must be exportable to Excel spreadsheets.No customer data is to be sold to outside firms, and should be destroyed following the completion of the contract to ensure it is not sold afterwards.The firm must be able to have the system installed within 60 days of the Notice to Proceed.The firm should have ability to communicate with customers about their parking purchase over text message, including a warning text prior to the expiration of the parking purchase.It would be preferable if the system had capability for a closed-wallet system.The firm should have options that accommodate the Spanish-speaking population.
