Specifications include, but are not limited to:PURPOSE: The City of Springfield, Missouri is soliciting proposals from qualified vendors to perform a Pavement Condition Survey for the collection of data to determine the structural integrity, distresses, and overall riding quality of the pavement. This Pavement Condition Survey is to provide a rational and consistent method of allocating limited resources for street maintenance projects within the City of Springfield. 1.2 BACKGROUND: The previous survey was bid in 2005 with the delivery dates in 2006 and 2007. Roadware was the vendor who conducted the survey. The City paid somewhere between $250,000 and $300,000. 1.3 SCOPE OF SERVICES: 1.3.1 The Contractors approach, methodology, and quality control process shall provide complete and accurate data and shall comply with the processes, methodologies, and quality control. The pavement rating shall comply with the PASER method. All grading of the streets shall be done by certified PASER personnel. The rideability index shall also be taken based on national standards. 1.3.2 The City of Springfield arterials (principle and minor) may have lane stripes and will most likely be more than two lanes while local roads and cul-de-sacs will probably not have lane stripes and will generally be two lanes. The pavement condition survey shall take into consideration both directions of travel as well as all of the number of lanes to come to one final PASER value and one final rideability index value. 1.3.3 Pavement condition data shall be collected for approximately the following roadways: 40 center line miles of Arterial Principle Roadways 60 center line miles of Arterial Minor Roadways 120 center line miles of Collector Principal Roadways 520 center line miles of Local Roadways 80 center line miles of Cul-de-sacs
