Specifications

Specifications include, but are not limited to:The County generates approximately 2,600 parking violations per year. The gross amount collected in FY2015 is $175,074, which consist of $172,318 in paid citations and $2,755 in fines. All citations are handwritten from officer-assigned citation books, which will continue throughout the proposed contractual period. The Successful Offeror shall take payments, issue late notices, and flag tags. 2.2.2These citations shall be received and completely processed (data entry and Vehicle Licensing Agencies tag) by the Successful Offeror. The lifecycle of each citation generally includes payment, assessment of late fees, request for trial, court disposition (and perhaps reduced fines), Vehicle Licensing Agencies registration flag, and removal of the registration flag. There is no parking meter enforcement in the County. 2.2.3All payments received by the Successful Offeror shall be deposited daily and coordinated with the Countys Office of Finance. 2.2.4 The County is currently seeking a complete outsourcing solution for parking citation management. The Offerors proposal shall include a detailed plan of the computer and other services to be provided to the County as part of this solution. The County will continue to purchase the inventory of citation books. 2.2.5 The County is amenable to changing its existing processes where possible and is not committed to any specific or fixed processing solution. The Offeror may submit only (1) proposal for this RFP. The Offerors submission shall be a new system or represent an alternative processing solution. 2.2.6 These technical specifications are only for the purpose of establishing minimum requirements, and are in no way intended to prohibit the proposal of other types of systems if they meet or exceed the minimum specifications
