Specifications include, but are not limited to:. PARK AVENUE BEACH ROADWAY IMPROVEMENT PROJECT. The work consists of furnishing all labor, materials, and equipment necessary for the completion of roadway and parking lot improvements north, east and south of the City of Highland Park Water Plant. Improvements include roadway widening with HMA materials, seal coating of a parking lot, new concrete curb and gutter, minor PCC sidewalk removal and installation, pavement markings to denote new traffic patterns, one light pole to be relocated, minor concrete patching, minor landscape restoration with topsoil and seeding, and any other incidental and miscellaneous items of work in accordance with the plans
