Specifications include, but are not limited to:The Office of Purchasing & Contracting, on behalf of the State of Vermont and the Vermont Commission on Women is seeking to establish a contract with one or more organizations that can conduct a comprehensive PAID FAMILY AND MEDICAL LEAVE FEASIBILITY STUDY.1.2. Background: The Vermont Commission on Women (VCW) is an independent non-partisan state commission dedicated to advancing rights and opportunities for women in Vermont. VCW acts as advisor and information source for legislative and executive branches and other policy makers on issues affecting women; serves as an educational resource by conducting research, producing publications, and coordinating conferences and workshops; brings together diverse groups and engages in partnerships to consider issues of interest to women and take action; and provides the most local and most appropriate information and referrals to the public on matters related to women and families. The Vermont Commission on Women received a grant from the United States Department of Labor Womens Bureau to study the feasibility of a Paid Family and Medical Leave Program in Vermont. The study will include statistical analysis, including cost-benefit analysis; feasibility analysis; economic-impact analysis; financing, eligibility, and benefit modeling; and education, outreach and marketing analysis for implementation purposes. The study will provide legislators and state administrators with answers to concerns that have been previously raised (e.g., the comparison of a publicly-funded structure to one using a private insurer, or the rates of leave-taking by men vs. women). It will solicit comprehensive feedback from employers about the practical impact of a program on their operations as well as from families regarding the impact on them, allowing for development of an informed and effective program with the potential for broader buy-in from different constituencies
