Specifications include, but are not limited to: SCOPE A. Background/IntentThe County seeks qualified, experienced, and culturally competent entitiesand private practitioners to provide a program of outpatient behavioral healthservices to children, adolescents, and families, referred by the MontgomeryCounty Department of Health and Human Services (DHHS), who exhibitsubstance abuse, behavioral, and/or mental health problems. The program ofoutpatient behavioral health services must include family therapy integratedwith individual and group therapy and/or substance abuse treatment whenindicated. Services must be community-based, non-categorical, and familyfocused. The Contractor must demonstrate the ability to function as part of amulti-disciplinary, inter-agency, service delivery team.Children, adolescents, and families who are referred by the County will reflectthe cultural diversity of Montgomery County. Many of the children andadolescents referred will be in residential care or are at risk of being removedfrom their homes. In some cases, the referrals will be part of an overallService Plan or Plan of Care. The Contractor must work with DHHS casemanagers and existing service providers.Services must be provided in a facility that is convenient to publictransportation and handicapped accessible, or may be home-based, ifappropriate. Service providers must be able to prove licensure and/orcertification by the State of Maryland.Required services include outpatient individual, family, and group therapy,medication monitoring, day treatment, treatment planning, psychologicaltesting, and collateral services.Contractors must provide services as indicated on page 3 of the applicationand as described in the corresponding section of I.B., below. B. Work Statement/SpecificationsThe specifics of a Plan of Care, Individualized Case Plan, or other approvedService Plan for each child, adolescent, or family placed under this Contractare in addition to the general specifications set forth in this Description ofServices, Section I., Scope. Contract # 9644026065-Page 21. The Contractor must provide a program of outpatient therapy servicesapproved by the County to children, adolescents, and families referredby the County.2. The Contractor must provide family-focused, family therapy services,integrated with group therapy services and individual therapy servicesto County-referred clients when these services are determined to beappropriate by the Contractor and the County case manager for eachclient.3. The Contractor, in conjunction with County clinical staff, mustdevelop and implement an individual treatment plan for each clientreferred by the County based upon information about the clientprovided to the Contractor by the County and upon the Contractorsassessment and evaluation of the client's needs. Any change to thetreatment plan must be approved by the County case manager.4. The Contractor must provide 24-hour crisis intervention capability.5. The Contractor must abide by all applicable Federal, State, and Locallaws and regulations, and all applicable guidelines, policies, andprocedures established by the County in the provision of servicesunder this Contract.
