Specifications include, but are not limited to:The purpose of this Request for Proposal is to secure a Supplier for out-of-state service of process as described below. C.2. Background C.2.1. The Oklahoma Child Support Services (CSS) Division of the Oklahoma Department of Human Services (DHS), State of Oklahoma, provides child support services mandated under Title IV-D of the Social Security Act. This program seeks to assure that children receive a reliable source of support from both parents. These services include location of non-custodial parents, establishment of paternity and child support orders, enforcement of child support and medical support obligations, and modification of child support orders. DHS/CSS provides services statewide, as well as working nationally and internationally with other states and countries through the efforts of 40 field offices (comprised of DHS/CSS, contracted DA, and other Supplier offices) and one centralized state office. Currently, DHS/CSS has an active child support caseload of approximately 208,128, and collections of $362,470,719.00 for SFY 2014. C.2.2. This Request for Proposal details the requirements for a contract to provide out-of-state service of process services for the Child Support Services Division. Service requests may originate from any of the 40 offices within the child support program. The number of document packets submitted to a Supplier for service is expected to average approximately 100 per month and to meet or exceed our current successful service rate estimated to be 52%; the referral rate may vary depending upon priority of enforcement methods, budget constraints, quality of locate information, and other related factors. C.3. Scope of Work C.3.1. General ResponsibilitiesOMES/PURCHASING SOLICITATION PACKAGE - PAGE 20 C.3.1.1. Supplier will serve all papers in accordance with the requirements of the laws of the State of Oklahoma, and the requirements of the issuing CSS office, in a professional, courteous manner. CSS expects that the Supplier will treat the CSS professionals with respect and provide timely and exceptional customer service when responding to status or other requests The CSS referring office may designate that certain papers must be served by personal service only, in which case substituted service will not satisfy the requirements of the contract or be compensable. C.3.1.2. Supplier will be compensated according to the structure set out in the pricing section of this RFP. The service fee shall be inclusive of all costs, including mileage. C.3.1.3. Should Supplier employee, authorized representative, or the companys behavior compromise the publics perception of CSS as a public service entity, CSS STO shall have the right to request that the individual or company be removed from performance of this contract. CSS shall be the party with final decision-making authority after review of any available documentation regarding a reported incident of misconduct
